问题背景

客户发现“通过QQ发送到手机”的操作没有记录文档操作日志，希望可以设置策略禁止此右键功能。而IM传送策略可以实现，但又会禁止聊天窗的文件传送。

功能简介

1、添加客户端配置im_contextmenu_ctrl=1，开启控制，3min生效。

2、右键任意文件，菜单项里没有“通过qq
